Tribal-State Gaming Compact is an agreement between a tribal government and a state that sets terms for certain Class III gaming conducted under the federal Indian gaming framework. Compacts can address authorized games, regulatory jurisdiction, revenue-sharing provisions, exclusivity, technical standards and dispute procedures, and they may be amended over time. The concept is the negotiated government-to-government agreement itself rather than any single casino project or commercial operator partnership.
