Tribal casinos saw significant revenue growth in 2025, but higher operating costs reduced net profit margins, according to Wipfli’s latest Indian Gaming Cost of Doing Business Report

Tribal casinos across the United States reported strong revenue gains in 2025, but rising expenses continued to erode profitability, according to Wipfli’s 28th Annual Indian Gaming Cost of Doing Business Report. The findings, based on data from 113 tribal casinos in 18 states, highlight both the resilience and the ongoing financial pressures facing tribal gaming operators.

Revenue Growth and Margin Pressure

The report found that average casino revenue increased by $14 million per property, representing a 16% year-over-year rise. However, this growth was offset by higher operating costs, with expenses rising from 73.59% to 74.50% of revenue. As a result, average net profit margins declined from 26.12% to 24.50%. This means that while overall revenue climbed, a smaller portion of each dollar earned was available for tribal governments to fund essential programs and services.

Key Drivers and Market Differences

Wipfli attributed the revenue gains to continued customer demand and strong slot machine performance. However, the report noted widening performance gaps between urban and rural casinos, as well as among the industry’s top-performing properties. Urban casinos generally benefited more from increased demand, while rural locations faced greater challenges in maintaining growth and profitability. Despite these differences, most tribal casino operators maintained healthy balance sheets, allowing for continued investment in property upgrades and community initiatives.

Operational Trends and Future Risks

The report identified several operational trends shaping the tribal gaming sector. Marketing investments have become more efficient, aided by data analytics and emerging artificial intelligence tools. At the same time, operators face ongoing challenges from unregulated prediction markets, shifting consumer spending patterns, and decisions about capital reinvestment. Wipfli emphasized that defending compact exclusivity remains critical for long-term returns, alongside careful cost management. The adoption of new technology, while promising for efficiency, must be balanced against the need to preserve the guest experience, as tribal gaming remains fundamentally a people-driven business.

Understanding net profit margin is essential for evaluating casino performance. Net profit margin measures the percentage of revenue that remains after all operating expenses are paid. In the context of tribal gaming, this figure directly affects how much funding is available for tribal government programs, infrastructure, and economic development. Even with rising revenue, shrinking margins can limit the resources available to support these community priorities, making cost control and operational efficiency ongoing concerns for tribal casino operators.
